The Reno Stead Airport Association (RSAA) monthly meeting was called to order by President Tom Hall at 5:15 pm at the Reno Stead Terminal Conference Room, Tuesday, October 11, 2016 as follows:
1. Welcome and Attendance: Tom Hall, President, welcomed all of those in attendance which included: Ken Wiegand, Vice-President, Dave Miller, Treasurer, and Dan Ross, Secretary. Board Members: Tracy Rhodes, IT Manager, Jack Buchold, Mike Dikun, Stead Airport Manager, and Terry Matter, RARA Representative. Board Member(s) absent: Don Osborne, Lin Manning, Alby Redick, Aviation Classics, and Lew Gage. Guests/Members: Jan Bishop, Steve Katzmann, Rex Livesby, Bob Meurer, RTAG, John Parker, American Air Racing, Greg Stanley, Jack Suierveld, Janice Korhl, Les Salz, Rich Ferguson, Wes Waltenspiel, Joseph Drakulich, Steve Phillips, Chad Gviuiere, Cricket Clark, Bob McLaughlin, CAF, Laurie and Mike Baxter. 2. Welcome to TRAA Trustees: President Tom Hall gave a special welcome to the 3 Trustees of Reno Tahoe Airport Authority in attendance. Trustee Bill Eck, RSAA Liaison, Trustee Adam Mayberry, and Trustee Jerry Hall.
3. Minutes of Last Meeting: The Approval of the Minutes of August 9, 2016 meetings was unanimous.
4. Financial Report: Dave Miller reported that: Cash on hand was: $2,817.34. Dave asked that all members be reminded that we are now in the new membership year with dues now payable. The new membership year has changed. The new membership year begins January 1, 2016 and ends December 31, 2016, dues are $20 per year. Dues can be paid: check or cash by mail at:

5. Membership Report: Dave Miller further reported that currently there are 110 members, an increase of 10 over the last four months; several members have not yet renewed their membership for the current fiscal year.
6. FAA Presentation: President Tom Hall announced that the FAA License to Learn with ForeFlight Tutorial would be presented immediately following the RSAA Meeting.
7. RTS Manager’s Report: Mike Dikun, Airport Manager, said that Race gate receipts were up. Mike said he wanted to congratulate the race pilots who experienced flight difficulties on the race course for their excellent flying skills in successfully recovering the aircraft safely. He noted that approximately 5000 kids attended the Pathways to Aviation Pavilion presentations. He also wanted to especially congratulate the tenant pilots for their very courteous cooperation during the last drone flights over the past week. NASA/Ames will continue to schedule drones in week blocks at Stead for the foreseeable future. The drone flight days usually start about 9AM and end early afternoon, please check NOTAMs/AWOS for exact times and possible changes. Maps showing the drone activity areas have been distributed locally, on the RSAA Website and by email. If you did not get a copy by email, please stop by and see Patty to put your name on the email list. He anticipates being on the radio during all flight periods. Taxiway D, Guard taxiway, will be resealed shortly, weather permitting. Construction for 9 concrete hardstands for BLM C-130 parking will commence early spring 2017. BLM fire operations have ceased for the year. He reminded everyone that during normal business hours, both the mission planning room and associated bathroom are accessible from the flight line side. The flight lounge is available after hours by card lock (the same card issued to tenants) or using a code posted as previously located. There is an EXIT ONLY door from the mission planning room to the south land side parking lot. Open WiFi is available. The Terminal Building is available during and after hours for training, seminars, and other activities. 8. RTAA Report: Ken Moen said the Commercial Standards Working Group is making steady progress toward their goal and should present the final report/recommendations on schedule.
9. RTAA Trustee Liaison Report: Bill Eck lauded Mike Dikun for his support and the strength of his correct decisions during the Air Races. He said he attended the Boyd International Aviation Forecast Summit recently held in Reno. 300 attendees from 20 countries, 50 airline representatives, 16 media outlets, 1 international outlet. Some Statistics Bill brought with him: New Supersonic airliner, 100 seats to Japan, 4 hours with no shockwave, will fly next summer. Boom technologies next big thing in the airline circles. 10. RARA Trustee Liaison Report: Terry Matter said it will be another couple of weeks before the final numbers for the 2016 Air Races are available. Attendance was good, especially Saturday and Sunday. NTSB is completing their investigations of several race incidents and will issue reports soon. ICAS is scheduled for the first week of December in Las Vegas. Dog gone it, another tough TDY for Terry. Terry said he wanted to personally congratulate Mike Dikun and his Stead Team for their efforts in making this year’s races an outstanding success.
11. Webmaster Report: Tracy Rhodes said he published 4 articles, deleted 1130 spam attempts to access the site, and updated the website software 10 times. There were 424 visits by 376 users with a 1:57 minute average duration, viewing 5.0 average pages. 174 (41%) of those visits were by mobile devices. Tracy said there were 295 page views: For Sale 613, Calendar of Events 66, Airport Businesses 65, Where is Stead? 104, Fuel prices 30, Aviation Medical Examiners 52, About 36, Contacts 36, Join/Renew 18. Tracy is now in the Web Hosting business, if you need web site assistance or a new web site developed, please give Tracy a call.
12. WiFi Status: Current Stead_Users_West Password is: Jan2015-SteadU. The Stead Users internet transmitter is intended to be Ramp Access WiFi Only and coverage is not expected to extend to hangars located south of the parking apron. If you experience your navigation devices timing out before download is complete, please contact the secretary, RSAA.

13. RTAG Report: Bob Meurer, President, stated that the Stead AWOS is outstanding. A Wake Turbulence Seminar was help 12 Oct, DAP HQ Building. Additionally, a bus tour was scheduled to tour NorCal Ops Center in Sacramento 20 Oct.
14. Next General Meeting: President Hall said thanks to all in attendance. The next General Meeting is scheduled for 5:15p November 15, 2016 at the Freedom Center (Terminal Building) Conference Room located upstairs.

To represent the interests of all Tenants on the Reno-Stead Airport including Aircraft Owners, Fixed Base Operators, Aircraft Repair Facilities, United States Government Agencies and all parties of interest;
To ensure that all Tenants have the opportunity to speak with a united voice to the Reno Tahoe Airport Authority (owner of the airfield facility), the Federal Aviation Administration and the Local Governments relative to safe and affordable flying in Northern Nevada;
To enrich and promote the reputation of General Aviation within our community; and
To promote a “Good Neighbor” policy with the Nevada National Guard, support facility improvements that enhance the Tenant experience and encourage affordable services, fuel prices and hangar rentals from all service providers operating at the Reno Stead Facility.
